CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:HCVSS and EPSS are reproduced from their sources (NVD, FIRST EPSS). Risk Priority is our own derived reading, not an NVD score.
Summary
CVE-2023-6516 is a high-severity Allocation of Resources Without Limits or Throttling (CWE-770) vulnerability in Isc Bind. Its CVSS base score is 7.5 (High).
Operationally, exploitation aligns with the MITRE ATT&CK technique OS Exhaustion Flood (T1499.001); ranked in the top 35% of CVEs by exploit likelihood; it is not currently listed in the CISA KEV catalog.
The strongest mitigations our analysis identified map to AC-10 (Concurrent Session Control) and SC-6 (Resource Availability) — see the control section below for these in your framework.

Vulnerability Data
To keep its cache database efficient, `named` running as a recursive resolver occasionally attempts to clean up the database. It uses several methods, including some that are asynchronous: a small chunk of memory pointing to the cache element that can…

be cleaned up is first allocated and then queued for later processing. It was discovered that if the resolver is continuously processing query patterns triggering this type of cache-database maintenance, `named` may not be able to handle the cleanup events in a timely manner. This in turn enables the list of queued cleanup events to grow infinitely large over time, allowing the configured `max-cache-size` limit to be significantly exceeded. This issue affects BIND 9 versions 9.16.0 through 9.16.45 and 9.16.8-S1 through 9.16.45-S1.

Mitigating Controls (NIST 800-53 r5) AI
Directly enforces a hard limit on concurrent sessions, structurally preventing unbounded resource allocation.
Requires explicit allocation of resources by priority or quota, directly stopping unlimited allocation.
Input validation directly rejects or bounds untrusted size values before any allocation occurs.
Imposes a limit on consecutive invalid attempts, preventing one specific class of unbounded resource consumption.
Reduces impact of resulting DoS events without preventing the underlying lack of allocation limits.
