CVE-2025-32860
Published: 16 April 2025
Summary
CVE-2025-32860 is a high-severity SQL Injection (CWE-89) vulnerability in Siemens Telecontrol Server Basic. Its CVSS base score is 8.7 (High).
Operationally, ranked at the 14.5th percentile by exploit likelihood (below the median); it is not currently listed in the CISA KEV catalog.
Deeper analysis
A SQL injection vulnerability exists in Siemens TeleControl Server Basic versions prior to V3.1.2.2. The flaw resides in the internally used UnlockWebServerGatewaySettings method and is tracked as CWE-89. An authenticated remote attacker who can reach TCP port 8000 on the affected system can exploit it to bypass authorization, read from and write to the application database, and execute code under the NT AUTHORITY\NetworkService account.
Successful exploitation requires valid credentials and network access to the exposed port; once achieved, the attacker obtains full read/write database access and the ability to run arbitrary code with service-level privileges on the host. The CVSS 4.0 score of 8.7 reflects the combination of network attack vector, low attack complexity, and high impact on confidentiality, integrity, and availability.
The Siemens advisory SSA-443402 recommends upgrading to version V3.1.2.2 or later to remediate the issue and advises restricting access to port 8000 until patches can be applied.
EPSS for this CVE rose from a starting value of 0.0004 to a peak of 0.0100, indicating a material increase in observed exploitation interest after disclosure.
