Summary

CVE-2026-28282 is a low-severity Incorrect Authorization (CWE-863) vulnerability in Discourse Discourse. Its CVSS base score is 2.3 (Low).

Operationally, exploitation aligns with the MITRE ATT&CK technique Exploit Public-Facing Application (T1190); ranked at the 26th percentile by exploit likelihood (below the median); it is not currently listed in the CISA KEV catalog.

The strongest mitigations our analysis identified map to AC-3 (Access Enforcement) and AC-6 (Least Privilege) — see the control section below for these in your framework.

Vulnerability Data

Discourse is an open-source discussion platform. Versions prior to 2026.3.0-latest.1, 2026.2.1, and 2026.1.2 have a security flaw in the discourse-policy plugin which allowed a user with policy creation permission to gain membership access to any private/restricted groups. Once membership to…

a private/restricted group has been obtained, the user will be able to read private topics that only the group has access to. Versions 2026.3.0-latest.1, 2026.2.1, and 2026.1.2 contain a patch. As a workaround, review all policies for the use of `add-users-to-group` and temporarily remove the attribute from the policy. Alternatively, disable the discourse-policy plugin by disabling the `policy_enabled` site setting.

T1190 Exploit Public-Facing Application Initial Access
Adversaries may attempt to exploit a weakness in an Internet-facing host or system to initially access a network.
T1068 Exploitation for Privilege Escalation Privilege Escalation
Adversaries may exploit software vulnerabilities in an attempt to elevate privileges.
Why these techniques?

Authorization bypass in public-facing Discourse plugin directly enables exploitation for unauthorized group membership (privilege escalation) and access to restricted data.

Mitigating Controls (NIST 800-53 r5) AI

prevent

Directly enforces authorization checks so that policy-creation permission cannot be abused to add users to arbitrary private groups.

prevent

Limits the privileges granted to policy creators so the 'add-users-to-group' action cannot affect groups outside the creator's authorized scope.

prevent

Allows disabling the discourse-policy plugin (via policy_enabled) or removing the add-users-to-group attribute, eliminating the vulnerable code path.

prevents

Defining, enforcing, and reviewing access authorizations and least privilege directly prevents incorrect authorization checks.

Mitigating Controls (ISO/IEC 27001:2022 Annex A) AI

Derived directly from the weakness types (CWEs) cited in the NVD entry via our AI-authored CWE→ISO cross-walk (authority under review) — links open the control.

prevents

Requiring consistency between access rights and classification plus formal approval steps ensures that the authorization logic correctly distinguishes between entities that should and should not be granted access.

prevents

Enforcing policy-driven approval and role-change reviews stops incorrect or stale authorization decisions from remaining in effect after job changes or terminations.

prevents

By tying access rights to identity, device, location and classification, the control reduces the likelihood that an authorization decision will be based on an incorrect or bypassed policy.
