migrate to a different SOAP engine, such as Apache Axis 2/Java. Alternatively you could use a build of Axis with the patch from https://github.com/apache/axis-axis1-java/commit/685c309febc64aa393b2d64a05f90e7eb9f73e06 applied. The Apache Axis project does not expect to create an Axis 1.x release fixing this problem, though contributors that would like to work towards this are welcome.

Likely Mitigating Controls AI
Per-CVE control mapping for this CVE has not run yet; the list below is derived from the weakness types (CWEs) cited in the NVD entry.
Penetration testing attempts server-side requests to internal resources, identifying SSRF weaknesses for remediation.
Outbound connections to external resources can be monitored and limited at the boundary, reducing SSRF impact.
Validates server-side URLs and resource references to block SSRF attempts.
Detects server-side request forgery through monitoring of unexpected outbound connections.

Derived directly from the weakness types (CWEs) cited in the NVD entry via our AI-authored CWE→CSF cross-walk (authority under review) — links open the control.
Secure development practices directly include input validation and destination allow-listing that prevent SSRF.
Runtime monitoring of web applications and services can detect anomalous outbound requests indicative of SSRF.
Vulnerability identification processes can discover and record SSRF flaws in web applications.
Network segmentation and egress controls can limit the damage from successful SSRF requests.
