CVE-2025-31351
Published: 16 April 2025
Summary
CVE-2025-31351 is a high-severity SQL Injection (CWE-89) vulnerability in Siemens Telecontrol Server Basic. Its CVSS base score is 8.7 (High).
Operationally, ranked at the 23.3th percentile by exploit likelihood (below the median); it is not currently listed in the CISA KEV catalog.
Deeper analysis
TeleControl Server Basic versions prior to V3.1.2.2 are affected by a SQL injection vulnerability in the internally used CreateProject method. The flaw, tracked as CVE-2025-31351 and assigned CWE-89, allows improper handling of input that reaches the application's database layer on systems exposing port 8000.
An authenticated remote attacker with network access to the vulnerable service can bypass authorization checks, read from and write to the database, and execute code under the NT AUTHORITY\NetworkService account. The CVSS 4.0 score of 8.7 reflects the combination of network reachability, low attack complexity, and high impact on confidentiality, integrity, and availability without requiring user interaction.
Siemens addresses the issue in security advisory SSA-443402, which includes guidance on upgrading to V3.1.2.2 or applying the recommended mitigations. The EPSS score rose from a low baseline to a recorded peak of 0.0100, indicating that exploitation interest emerged after public disclosure.
