Summary

CVE-2025-32849 is a high-severity SQL Injection (CWE-89) vulnerability in Siemens Telecontrol Server Basic. Its CVSS base score is 8.7 (High).

Operationally, ranked at the 17.4th percentile by exploit likelihood (below the median); it is not currently listed in the CISA KEV catalog.

Deeper analysis

CVE-2025-32849 affects TeleControl Server Basic in all versions prior to V3.1.2.2. The flaw is an SQL injection vulnerability reachable via the internally used UnlockSmtpSettings method, which permits manipulation of database queries without proper input sanitization.

An authenticated remote attacker who can reach TCP port 8000 on the affected system can exploit the injection to bypass authorization checks, read from and write to the application database, and execute operating-system commands under the NT AUTHORITY\NetworkService account. The attack requires valid credentials but no user interaction and carries a CVSS 4.0 score of 8.7.

The Siemens advisory SSA-443402 recommends upgrading to version 3.1.2.2 or later, which contains the fix for the SQL-injection issue.

EPSS for the CVE rose from a low of 0.0005 to a peak of 0.0100, indicating that exploitation interest increased after public disclosure.
