CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:H/I:H/A:NCVSS and EPSS are reproduced from their sources (NVD, FIRST EPSS). Risk Priority is our own derived reading, not an NVD score.
Summary
CVE-2026-111235 is a critical-severity Observable Response Discrepancy (CWE-204) vulnerability. Its CVSS base score is 9.1 (Critical).
Operationally, exploitation aligns with the MITRE ATT&CK technique LSA Secrets (T1003.004); ranked at the 30th percentile by exploit likelihood (below the median); it is not currently listed in the CISA KEV catalog.

Vulnerability Data
An authorization bypass vulnerability exists in the REST API of multiple versions of OpenNMS Meridian and Horizon. The /rest/** Spring Security filter chains authorize requests with intercept-url rules that name the HTTP method as an uppercase token, compare the method…

case-sensitively, and have no terminal deny rule. A request that uses a non-canonical (for example lowercase) method token matches no rule and is processed without authentication. A remote, unauthenticated attacker can read the monitored inventory and can create, modify, or delete resources through the REST API, which includes injecting events to fabricate or suppress alarms. The /rest/alarms chain has the same missing deny rule and discloses whether an alarm exists through a difference in the response. The fix adds a terminal deny rule to each REST filter chain. The solution is to upgrade to Meridian 2024.3.14, 2025.0.11, 2026.0.1 and Horizon 36.0.5 or newer. Meridian and Horizon installation instructions state that they are intended for installation within an organization's private networks and should not be directly accessible from the Internet.

Likely Mitigating Controls AI
Per-CVE control mapping for this CVE has not run yet; the list below is derived from the weakness types (CWEs) cited in the NVD entry.
Requiring an access control policy ensures authorization checks are defined and applied for critical functions.
Reviews of access controls detect missing authorization checks on critical functions or resources.
Requiring attribute association with information prevents authorization from being performed without necessary security or privacy context.
Mandating authorization prior to allowing remote connections addresses missing authorization for remote access.
Mandating authorization before wireless connections are allowed prevents missing authorization for wireless access.
The control requires authorization before allowing mobile device connections, directly mitigating missing authorization for system access.
Requiring approvals for account creation and specifying authorizations ensures authorization is not missing for system access.
Mandates authorization checks before permitting access or data processing via external systems.
Mitigating Controls (NIST CSF 2.0) AI
Derived directly from the weakness types (CWEs) cited in the NVD entry via our AI-authored CWE→CSF cross-walk (authority under review) — links open the control.
Secure SDLC practices directly prevent introduction of inconsistent response behavior that leaks internal state.
Mitigating Controls (ISO/IEC 27001:2022 Annex A) AI
Derived directly from the weakness types (CWEs) cited in the NVD entry via our AI-authored CWE→ISO cross-walk (authority under review) — links open the control.
By requiring competent outsiders to verify that every function enforces the need-to-know principle, the control lowers the likelihood that missing authorization checks persist undetected.
Hardening callouts derived
DISA STIG baselines are authored against specific weaknesses. Where this CVE cites a broad weakness class, the mapping is not asserted at that abstraction (owner ruling, 2026-09-25: grade only at Base and below), so no rule is shown here rather than a rule shown against the wrong grain.
- No fine-grained STIG row for CWE-862, a class-level weakness, and none of its children carries one either.
- No fine-grained STIG row for CWE-863, a class-level weakness, and none of its children carries one either.
