Summary

CVE-2022-36799 is a high-severity Code Injection (CWE-94) vulnerability in Atlassian Jira Data Center. Its CVSS base score is 7.2 (High).

Operationally, ranked in the top 11.9% of CVEs by exploit likelihood; it is not currently listed in the CISA KEV catalog.

Deeper analysis

CVE-2022-36799 is a template injection vulnerability in the Email Templates feature of Atlassian Jira Server and Data Center. The issue stems from insufficient protection when handling Velocity templates with the XStream library, which permitted arbitrary code execution. Affected releases include all versions prior to 8.13.19, versions 8.14.0 through 8.20.6, and versions 8.21.0 through 8.22.0.

Remote attackers who already possess system administrator privileges can exploit the flaw to achieve remote code execution on the server. The CVSS 7.2 score reflects the requirement for high privileges and the resulting full confidentiality, integrity, and availability impact.

Atlassian addressed the weakness by implementing a security improvement that blocks the unsafe use of XStream within Velocity templates. The referenced Jira advisories direct administrators to upgrade to 8.13.19, 8.20.7, 8.22.1, or later releases.

EPSS for the CVE rose from a low baseline to a peak of 0.1192 on 2025-12-18 before receding to the current value of 0.0362, indicating that exploitation interest emerged after disclosure.

execute arbitrary code via Template Injection leading to Remote Code Execution (RCE) in the Email Templates feature. In this case the security improvement was to protect against using the XStream library to be able to execute arbitrary code in velocity templates. The affected versions are before version 8.13.19, from version 8.14.0 before 8.20.7, and from version 8.21.0 before 8.22.1.

Per-CVE control mapping for this CVE has not run yet; the list below is derived from the weakness types (CWEs) cited in the NVD entry.

addresses: CWE-94

Makes persistent code injection into loaded programs impossible when the executable image itself resides on hardware-protected read-only media.

addresses: CWE-94

Dynamically generated code can be produced and executed inside the isolated chamber, preventing host compromise from code-injection payloads.

addresses: CWE-94

Validates inputs used in dynamic code generation to block injected directives.

addresses: CWE-94

Directly prevents execution of attacker-supplied code written into data memory regions.
