CVE-2025-32851 is an SQL injection vulnerability in Siemens TeleControl Server Basic versions prior to V3.1.2.2. The flaw exists in the internally used UnlockTcmSettings method and is tracked under CWE-89. An authenticated remote attacker who can reach TCP port 8000 can exploit it to bypass authorization, read from and write to the application database, and execute code under the NT AUTHORITY\NetworkService account.
Successful exploitation requires only low-privilege authenticated network access and no user interaction. An attacker can therefore obtain broad read/write control over the database and achieve code execution on the host with service-level privileges, resulting in a CVSS 4.0 score of 8.7.
The official Siemens advisory SSA-443402 recommends upgrading to version V3.1.2.2 or later to remediate the issue.
EPSS for the vulnerability rose from a low baseline of 0.0004 to a peak of 0.0100, indicating that exploitation interest increased after disclosure. No confirmed in-the-wild exploitation has been reported to date.
